A cruise is structurally different from other travel for one reason: for stretches of it, you cannot be reached. Satellite internet is expensive, patchy and frequently unusable, and a phone in the middle of an ocean is an ornament.
That removes the assumption every other arrangement quietly makes — that if something is found, somebody can ring the owner and ask what to do. On a cruise the answer might not arrive for four days, and a leak does not pause while the ship is between ports.
The practical consequence is that authorisation has to be settled before departure rather than during. A written standing limit for urgent protective work is not a nice-to-have here; it is the difference between a plumber attending on the day and a plumber attending when you next find wifi.
